What is India Semiconductor Mission (ISM)?
India Semiconductor Mission (ISM) is a specialized and independent Business Division within the Digital India Corporation.
India Semiconductor Mission (ISM) aims to build a vibrant semiconductor and display ecosystem to enable India’s emergence as a global hub for electronics manufacturing and design. Led by global experts of the Semiconductor and display ecosystem the India Semiconductor Mission (ISM) aims to serve as a focal point for the comprehensive, coherent, efficient, and smooth deployment of the Program for Development of Semiconductor and Display Ecosystem in consultation with the Government ministries/departments/agencies, industry, and academia.
Schemes under India Semiconductor Mission (ISM)
- Semiconductor Fabs: The Scheme for setting up of Semiconductor Fabs in India shall extend fiscal support of up to 50% of project cost on pari-passu basis to the approved applicants. The scheme shall be appraised by the Expenditure Finance Committee chaired by Secretary, Department of Expenditure. Companies / Consortia / Joint Ventures proposing to set up semiconductor fabs can apply under the scheme starting from 01.01.2022. The application period will be for a period of forty-five days which is extendable.
- Display Fabs: Under India Semiconductor Mission (ISM), the scheme is aimed at attracting large investments for manufacturing tft, lcd or AMOLED-based display panels. Companies / Consortia / Joint Ventures proposing to set up display fabs can apply under the scheme starting from 01.01.2022, the application period will be for a period of forty-five days which is extendable.
- Compound Semiconductors / Silicon Photonics / Sensors Fab and Semiconductor ATMP/OSAT Facilities: The third Scheme under India Semiconductor Mission (ISM) is for setting up of Compound Semiconductors / Silicon Photonics / Sensors (including MEMS) Fabs and Semiconductor ATMP / OSAT facilities in India shall extend fiscal support of 30% of capital expenditure to Compound Semiconductors / Silicon Photonics / Sensors (including MEMS) Fabs and Semiconductor Packaging (ATMP / OSAT) units. The rules for application are the same as mentioned above. The duration of the scheme for receipt of applications is three years, Fiscal support shall be available for a period of five years from the date of application.

The vision of the India Semiconductor Mission (ISM) is to build a vibrant semiconductor and display ecosystem to enable India’s emergence as a global hub for electronics manufacturing and design.
India Semiconductor Mission (ISM) has been proposed with the objective to:
- Formulate a comprehensive long-term strategy for developing sustainable semiconductors and display manufacturing facilities and semiconductor design eco-system in the country.
- Facilitate the adoption of secure microelectronics and develop a trusted semiconductor supply chain, including raw materials, specialty chemicals, gases, and manufacturing equipment.
- Enable a multi-fold growth of the Indian semiconductor design industry.
- Promote and facilitate indigenous Intellectual Property (IP) generation.
- Encourage, enable and incentivize Transfer of Technologies (ToT).
- Establish suitable mechanisms to harness economies of scale in the Indian semiconductor and display industry.
- Enable cutting-edge research in the semiconductors and display industry including evolutionary and revolutionary technologies through grants, global collaborations, and other mechanisms in academia/research institutions, industry, and through establishing Centres of Excellence (CoEs).
- Enable collaborations and partnership programs with national and international agencies, industries, and institutions for catalyzing collaborative research, commercialization, and skill development.
